A review of Homes England’s development processes


What we did

Homes England is enabling new housing development on hundreds of large publicly-owned sites across the country. Their acquisitions, planning/enabling and disposals teams take sites from scratch through to an outline planning consent before disposing of the sites to appropriate private sector partners for delivery. Homes England has a renewed emphasis on quality in its corporate strategy, with a focus on sustainability and place-making. They wished to understand how their three ‘development teams’ could embed quality at the heart of their processes. We undertook the following work:

  • Analysis of the Homes England nationwide development programme

  • Conversations with numerous team members about culture, policies and processes

  • Contribution to new high level quality standards and metrics and processes to support these

  • Final report summarising the above and setting out all process change requirements to achieve quality

Claire listened to numerous Homes England stakeholders to understand our business processes and to help us define quality outcomes. She highlighted where the gaps were in our commissioning process for better quality homes, and was able to make a very complex process intelligible. We are now using her key ideas
