A consultant framework with a quality focus
What we did
Homes England has a new corporate strategy which puts more emphasis on place, sustainability and design quality in the developments on its land. When it refreshed its technical consultant framework, it was therefore important that the procurement reflected this strategic aspiration. We worked alongside the Homes England teams to design the procurement and assist with the evaluation. We undertook the following work, alongside Homes England’s in-house procurement and design teams:
Workshops with the three development teams to establish their priorities for the framework
Re-writing of the consultant scopes of service
Writing the SQ and ITT questions
Advising on the quality/price evaluation techniques
Undertaking evaluation of the candidate submissions
