The right developer for Central Winchester


What we did

The Central Winchester Regeneration is an important project for Winchester City Council. The council’s ambition is to enable a creative quarter which has a compelling offer in particular for underserved younger residents of the city. The council’s choice of developer was crucial, as the site had remained undeveloped over the previous 20 years. We were asked to join the council-side procurement team, providing advice on the qualitative aspects of the Competitive Dialogue process and participating in all evaluation and dialogue sessions. A high quality consortium developer was chosen. We undertook the following work, alongside the council, JLL and other advisors:

  • Reviewing the project brief and proposed SQ and ITT questions

  • Participating in all dialogue and evaluation sessions

  • Arranging and leading visits to candidate schemes with Officers and Members

  • Presenting to stakeholder groups including Opposition Members

  • Attending Cabinet and Scrutiny Committee meetings

To get the right development partner for a key regeneration project in the heart of an historic city with a vocal and engaged local population, we had to have an advisor who could help us balance quality and commercial considerations. Claire played a key role in helping elected members gain an appreciation of what ‘good’ really looks like without losing sight of what was achievable.
